This is 100% correct. The problem is HDR stands for High Dynamic Range. Key word - Range, the only standard for this is is that it has to be a certain range, it does not standardise where that range has to be. In many cases it lies in the darker sides (which is why the fix OP said works) because getting up to above 1000 nits, 100% coverage

Something to try: the PS5 video settings menu has an “always use HDR” setting, which I believe converts non hdr content to an hdr signal (but it can’t do anything magic to make it actual hdr). If you’ve been playing games and trying to adjust your setting while this option on, try turning it off and then try one of your non-hdr games.
