It's tolerated by Inno that people use it because there is no real reason to ban anyone who uses it. They aren't doing anything against the game rules.

When a quest tells you to produce 60 goods - you don't need to produce that. Just do a circular trade. Let's say you have 30 iron and 30 cloth. In your guild's trade thread, have 2 trades set up: 30 iron for 30 cloth and 30 cloth for 30 iron. Boom - as soon as someone accepts both those trades your quest is completed.
